Overview-
Liovel Snergas was a fairly succesful wizards apprentice up to 10
years ago, when an unfortunate accident in his research changed the
course of his life forever.
Snergas was greedy and lusted after wealth. With his unusual
mental prowess he had chosen the path of a wizard and had intended
to amass his fortune as a SJ mage. Unfortunately Snergas had the
personality of an alley cat rubbed down with 60 grit sandpaper and then
dipped in turpentine. He had no compunctions about stealing others
wealth and using his own magic to locate the funding of his employers
and "dip into the till" to supplement his own pay.
It was during an experiment to enhance his abilities to find wealth
that he collided with his bad karma. While experimenting with a stolen
wand of detecting coins and gems and a potion of true seeing and a
pair of glasses of x-ray vision he was so unfortunate as to have the
ship he was on fly through a rare wild magic zone. In the process of
casting a divining spell at the time, the wild zone overloaded the four
divination magics and imploded. Snergas experienced something
very much akin to SJ shock and was in a coma for 3 weeks.
When he awoke Snergas was quick to accuse his employers for
the incident, but the tables were quickly reversed when he found that
while he was out they had read his meticulously kept journals to try
and guess what he had done to himself and in the process had
discovered his ongoing thefts and "appropriations" of dead
crewmans wages.
Snergas' life was spared but the crew decided to ditch him on a
backwater world with some contraband cargo that was untaxed by
the port authority, and tipped off the local constabulatory. Liovel was
caught and spent two years in slavery.
However Liovel was astounded to discover that he had new powers:
He could smell gold, silver and platinum! This new ability could detect
precious metals and gems at a range of up to 100 yards, and he could
roughly determine how much of each type there was! No type of
concealing magic, illusion or contrivance seemed able to decieve him!
It was a dream come true for Snergas, but as always there was the
catch. Snergas could no longer cast spells of any kind, nor could he
power a helm anymore.
The tax collectors that had caught Snergal discovered his talent and
learned of SJ and wildspace through his tales. Eager to expand their
tax base they put him to work and soon had enough to purchase a
minor helm and a ship from an Arcane who was only too pleased to
assist.
Once back in space Snergas jumped ship leaving the namby
pamby dirtkickers to whine in frustration at their loss, and found a
larger well based SJ nation that could properly utilize his abilities
and put him to work without knowledge of his strange talents.
Snergas is placed here as a Lawful Neutral human, but his race
can be easily modified to fit a campaign. Other race choices that
work well are a Gnome or Halfelf. He should be played as an Awful
Lawful character, so bent on perfectly memorized tax laws and sub
codes that he can't seem to see anything else. Secretly though
under those trappings of official power and taxing seizures he is
skimming the top and becoming quite wealthy. His backing gov't
(insert your favorite) is so pleased withhis success that they don't
care to check his carefully doctored records because he brings
in 4 times as much as the other collectors.
Liovel should be played as a non-combative being physically weak,
but having the backing of the gov't and official sanctions or gov't
arrest of
characters and seizures of all properties for auction to bidders to pay
off their backtaxes (real or not) owed. PC's who wish to do business
with his gov't in any way shape or form will run into him and be amazed
with his efforts to extract air taxes, water taxes, sales taxes, tariffs,
property taxes, income taxes and use of our gov't space port-a-potties
taxes. Characters who attempt to avoid taxes, hide goods or threaten
Liovel will find themselves hounded by the law and even if they flee
the gov't's sphere liovel will take out letters of Marque against the
PC's
and their ship and their families and business partners. Think of Willie
Nelson and howheavily he got reamed by the IRS and you'll have a
good idea of how much trouble this most fearsome villain can cause.
And of course the reason I thought of this, the deadline for the
villains
contest is on April the 15th, which is of course the deadline for taxes
here in the ole United SlaveTaxPersons of America.
